In order to improve the subway workers’ early disposal capability to deal with such emergencies as sudden explosion. Beijing Subway, along with Subway Public Security Bureau, conducted the drill for early disposal of explosion in subway train which was forced to pull over in the tunnel” in Jianguomen Stations and Chaoyangmen Stations of Line 2 at the late night of Jan.16, 2004. 200 train dispatchers, drivers on duty, and pubic security officers attended the drill.  

Early disposal, i.e. making judgment, calling the police, stabilizing passenger emotion, issue emergency commands, rescue and people evacuation and other series of work upon the occurrence of incidents. Due to intensively passenger flow in the subway, the occurrence of explosion is rather easy to cause major vicious incidents involving death and hurt of people, and loss to people’s life and property. Besides, the impact of such incidents on politics is great, so it is very important to maintain the early disposal properly.  

The drill set certain situation, with man-made explosion as the background, supposing the explosion caused the harm to some extent and thus, the train was forced to pull over in the tunnel. With the commanding of the field chief commander, chief dispatchers, running dispatchers, power dispatchers, station person on duty and relevant departments took their respective responsibilities, and under the close cooperation with various parties, they carried “wounded passengers” to the area for rescue fast and properly, and evacuate other “passengers” to the control area.  

Through the drill, subway employees have more explicit understanding of the importance of their post responsibility and the coordination of relevant people in case of sudden incidents, increased subway emergency response capability, and the early disposal capability to deal with sudden incidents. According to the requirements of relevant authority of the municipal government, Beijing Subway has established the drill system for emergency pre-warning programs, and will organize early disposal drills in view of various sudden incidents periodically.  

Vice Mayor Liu Zhihua, Vice Secretaries of Beijing Municipal Government Lu Quan and Sui Zhenjiang, Director of Beijing Traffic Commission Zhao Wenzhi and Beijing Municipal Transportation Administration Bureau, and the members of Beijing Rail Traffic Operation Safe Emergency Commanding Group attended and inspected the drill.
